How Strong Is the Vanuatu Passport in 2026? Looking Beyond the Rankings
Passport strength is usually reduced to a single number: how many countries its holder can visit without arranging a conventional visa in advance. By that measure, the Vanuatu passport provides access to more than 90 destinations through visa-free entry, visas on arrival and simplified electronic procedures.
Yet that number gives only part of the picture. Different passport rankings count entry arrangements differently, and two passports with similar scores can offer very different travel opportunities depending on where their accessible destinations are located.
For investors considering a second nationality, other factors can matter just as much. Vanuatu allows dual citizenship, does not require citizens to live in the country for a minimum number of days each year and provides an additional jurisdiction for personal and business interests. Citizenship by investment is also available without completing a lengthy residence period first.
So how should the strength of a Vanuatu passport actually be assessed in 2026?
There Is No Single Vanuatu Passport Ranking
International passport indexes do not use one universal methodology. Some count visa-free destinations and visas on arrival together, while others distinguish between them. Electronic travel authorisations and eVisas may also be treated differently.
This explains why the same passport can occupy different positions depending on the ranking being consulted.
For travellers, the distinction is more than technical. Completely visa-free entry requires less preparation than an eVisa, while a visa on arrival involves a different process again. A total mobility score may combine all three without showing how convenient each individual journey will be.
A more practical assessment starts with the destinations themselves.
Asia-Pacific Is Central to Vanuatu’s Travel Network
The Vanuatu passport provides useful visa-free and simplified access across Asia-Pacific, including Hong Kong and Malaysia. Its value depends largely on the traveller’s regular destinations and personal or business connections.
The Travel Network Extends Across Several Regions
Vanuatu citizenship can also simplify travel across the Caribbean, Africa, and parts of Central and South America through visa-free, visa-on-arrival, and electronic entry systems.
For dual citizens, its value depends on how well it complements their existing passport and adds access to destinations they frequently visit.
A Second Nationality Has Value Beyond Airports
Vanuatu citizenship offers more than travel benefits. It does not require relocation or a minimum annual stay, and Vanuatu allows dual citizenship.
This can give investors and families long-term flexibility while living and working elsewhere.
Vanuatu Can Also Serve as an Additional Business Jurisdiction
Vanuatu offers international entrepreneurs an additional jurisdiction for establishing business interests. Companies can be incorporated there, particularly for activities in the Pacific. However, citizenship does not guarantee banking access or remove legal and compliance requirements. Its main advantage is added flexibility within an international business structure.
The Tax System Is Another Distinctive Feature
Vanuatu has a distinctive tax system with no personal income tax, capital gains tax, or general corporate income tax. However, citizenship does not automatically determine tax residency or eliminate tax obligations elsewhere. Tax treatment depends on factors such as residence, income sources, and where a company is managed and operates.
How Investors Can Obtain Vanuatu Citizenship
Unlike conventional naturalisation, which typically requires years of residence before citizenship becomes available, Vanuatu provides an investment route with processing starting from around three months.
Under the Development Support Program, the minimum contribution is $130,000 for a single applicant. It increases to $150,000 for a couple, $165,000 for a family of three and $180,000 for a family of four.
The Capital Investment Immigration Plan provides another route, starting from $165,000 for an application covering up to four people.
Eligible family members can be included subject to the applicable conditions. Applicants must also complete Due Diligence, demonstrate the required source of funds and provide supporting documentation.
There is no requirement to relocate to Vanuatu after approval. An in-person biometric procedure is, however, required as part of passport issuance and can be completed at an approved collection location.
What Makes the Vanuatu Passport Strong in Practice?
There is no universal answer because passport strength depends partly on the person holding it.
For a frequent traveller, the value may lie in additional access across Asia-Pacific, the Caribbean, Africa and the Americas. An entrepreneur may also consider the ability to establish interests in another jurisdiction. A family may place greater weight on obtaining a permanent second nationality without changing its current country of residence.
This is why a ranking position alone provides an incomplete picture.
